City Commission Work Session Minutes - December 12, 2019 at 10 a.m.

Meeting called to order

Commissioner Cooper called the work session to order at 10:00 a.m.


Orange Avenue Overlay District

Discussion was held on the items discussed in the December 10th work session. Director of Planning and Community Development Bronce Stephenson provided amended language based on that discussion. Topics include redesign of roads and intersections. Mr. Stephenson suggested that the city’s transportation consultant could attend a future meeting.


Additional items discussed include roundabouts, reducing entitlements, stormwater and parking needs. Discussion on Progress Point property included dedication of parkland, parking, stormwater treatment, open space requirements, and use of remaining property not used for parkland.


Commissioner Cooper suggested setting a maximum number of residential units and removing some entitlements. She opposed increasing the FAR and transfer of density. Discussion ensued on the impact of transfer of density, and increased FAR and potential building mass. Commissioner Seidel stated that he feels the building mass will less that what is seen in Maitland. Mr. Stephenson identified the areas that could have additional height and related setbacks.


Commissioner Weaver commented on what he feels are important issues: correction of existing traffic issues (Denning/Fairbanks, Palmetto), regional stormwater treatment, decreasing curb cuts to slow traffic, using rights-of-way for Cypress and Capen, and taking the FAR allowances out of parking garages. He stated that he feels a traffic plan is needed and should be implemented ahead of potential redevelopment. Discussion ensued on improvements such as reducing travel lanes and adding dedicated turn lanes, prioritization of intersection improvements cost, funding (including transportation impact fees) and cost-sharing.
