City Commission Work Session Minutes - December 10, 2019 at 10 a.m.

Meeting called to order


Commissioner Cooper called the work session to order at 10:30 a.m.


Orange Avenue Overlay District


Commissioner Weaver said he feels that the Commission’s purview is larger than the Steering Committee’s and includes traffic and utilities and that a traffic plan needs be in place. Commissioner Cooper agreed. Planning and Community Development Director Bronce Stephenson stated that he could request that a representative from the city’s traffic consultant attend a work session.


Discussion followed on current traffic conditions, future traffic and potential improvements that may alleviate traffic. Commissioner Cooper said she feels entitlements should include a pro rata share of contributions toward infrastructure improvements. Commissioner Seidel commented on impact fees for transportation improvements and additional discussion ensued on this intersection and options for improving traffic.


Discussion focused on current traffic conditions and potential changes to address anticipated increased traffic including vacation of rights-of-way, creating narrow public access roads, a parallel road to Orange Avenue and bike lanes.


Commissioner Seidel spoke in favor of using Progress Point property for greenspace and parking that will meet the needs of area businesses. Mr. Stephenson stated that the Steering Committee did not make a recommendation for the Progress Point property except for 25% mixed use which will allow for shared parking with nearby restaurants for use after offices closed for the evening and create “life” in the area.


Commissioner Weaver spoke in favor of the city “donating” the Progress Point property with stakeholders paying for the parking garage. Commissioner Cooper said she believes the property should be used for public benefit. Commissioner Weaver stated this property would be a good location for a future train station as well.


Discussion ensued on infrastructure improvements and who will bear the cost of

improvements.


Commissioner Cooper expressed her concern regarding entitlements and allowing increased FAR. Mr. Stephenson pointed out that requests would come to the commission as a conditional use and would include consideration of enhancements/entitlements with further discussion following.


Additional work sessions were scheduled at 10:00 a.m. on December 12, 13, 16 and 19.
